Reed Technology and Information Services, Inc. RTIS-Government Services has been supplying data conversion services to the United States Patent and Trademark Office continuously for over 28 years. In fact, we are and have been the only outside organization to perform this task for the USPTO. Our task, in simplest terms is to convert paper patent files, the original patent application and associated documents, into an electronic database from which various patent publications are created. The database also becomes one of the cornerstones of the patent office’s on-line search system. We, at RTIS, have been using OCR technology in a full text, data conversion environment since 1983. We have watched as the state of the art improved over time. The voting approach implemented by Prime Recognition is the biggest leap in the technology since the omnifont recognition capability developed in the 1980’s. As you might imagine, the quality requirements for the patent conversion endeavor are quite rigorous. We are required to produce 99.9875% accuracy under the terms of our contract. Another aspect of our work relates to the technical nature of the documents we receive. The equations and chemistry contained within them contain a significant number of superscript and subscript characters. Capturing those attributes accurately is a huge benefit. The goals of improving accuracy and capturing attributes led us to testing the PrimeOCR voting engine. We are currently processing in excess of 100,000 pages per week using the PrimeOCR software. Before the end of the summer our volume will exceed 125,000 pages per week. Its results impressed even our most critical production personnel. Identifying acceptable accuracy metrics is somewhat difficult, however, the elimination of errors is in excess of 1,000,000 per year. Imagine how many hours it takes to find and correct a million errors in 5 million pages. Aside from praising the pure technical aspects of the PrimeOCR Toolkit, I want to take the opportunity to thank your technical staff for their cooperation with my staff during our investigation and integration of your product.
